Restore from tranlogs may timeout due to reclaim

If there is a large amount of reclaim to do in restoring a tranlog, the
restore operation may be timed out by the stone after 30-minute limit.

Since the restore operations has failed, the repository is not usable,
and further restore from log operations may result in fork-in-time issues.
