STN_COMMIT_QUEUE_THRESHOLD configured value not used

The configurative parameter STN_COMMIT_QUEUE_THRESHOLD is overwritten
internally and as a result, the configured value is not actually used. The configured setting may be reported in the stone log and returned by the runtime query, masking the problem.
