Can't load multiple user action libraries

Attempts to load more than one user action library will fail.
The first one loads successfully, but subsequent loads will
fail with the message:

   GciLoadUserActionLibrary could not initialize <library name>.
   Reason: Attempt to install user failed, there is already a user action
           installed with the name: <user action name>

Workaround:

Merge all user actions into a single library.
